SERRA VILLAGE, Monterey County — October 30, 2026. Monterey County supervisors approved an additional $125,000 for landscaping and open-space maintenance in County Service Area 15, which serves Serra Village and Toro Park. The agreement with Smith & Enright Landscaping now has a maximum total value of $325,000. The decision was adopted September 22, 2026, under file A 26-390.
The agreement covers both communities. The revised spending ceiling is not a separate allocation to Serra Village, nor proof that the maximum has already been spent. The contract end date remains July 14, 2027.
Why did the county expand the contract?
County Public Works reported that its regular grounds crew lacks enough staff and equipment to keep up with public landscaping and open-space maintenance in CSA 15. The contract helps with vegetation control, landscaped park areas, irrigation maintenance and wildfire fuel reduction in designated locations.
The county’s adopted agreement raises the limit from $200,000 to $325,000. Staff estimated approximately $77,850 in work associated with the amendment for fiscal year 2026–27. That estimate is part of the agreement’s total ceiling, not an additional award beyond the $325,000.
What can residents ask about?
Serra Village homeowners can request the contract’s service maps, maintenance frequency, year-to-date spending and procedures for reporting missed work. The agreement also serves Toro Park, so the total cost does not show how much activity occurs in each community.
CSA 15 performs several other functions, including lighting, street maintenance and storm drainage. This particular agreement concerns landscape and open space maintenance, not a road reconstruction contract.
